You can plant them now OR wait until later in the season. It depends on when you start getting serious about winter cold in your area and when the ground freezes (which is highly unlikely to any serious extent in a z7). I shoot to have all my spring bulbs planted by the end of October, simply because the weather gets too unpleasant to garden in after that time :-)

Water in well after planting, then you shouldn't need to water again.......natural fall and winter rainfall should take care of the rest.

Ok so just water it once after planting and thats it?

Yes. Or in a climate with regular rainfall where the soil rarely ever dries out, don't water at all.
