Winter lighting issues

Thinking ahead for winter. I have phals near an eastern window that I do not think received enough light during the winter last year due to less intense light and shorter days. I am thinking of getting just a regular light with CFL bulbs, nothing fancy, to turn on a couple hrs in the evening and shine on them. However, the cattleya and oncidiums outside will be inside then too, and I read that they are sensitive to day length. Will providing light in the evening prevent them from blooming?
