Yard use after seeding

I have a few questions I was hoping to get some input on. I did a full Reno on my back yard and planted it with KBG. I'm 3.5 weeks into it and since I've had limited water due to a drought, I have some great and some not so great areas. All areas seem to have some type of sprout and some of it is more mature than others.

1. The parts that need to be cut, should I cut or let it grow where the other grass catches up?

2. Push now or tractor if I do now?

3. I need to put down some amendments and a dose of milorganite. Any issue walking on it at this point?

if finally broke out of sprout and pout so it's starting to look good so I wanted to get the milo down.
