Hosta vs. Pachysandra for Privet Shade

We have a berm separating our driveway from the neighbors. It has a privet hedge which creates shade on our side and sun on the neighbor's side. We want to reduce the need for mulch on our side and are considering planting hosta or pachysandra.

Questions:

1) My husband says the privet roots are strong and we'll have trouble planting. Any thoughts?

2) Will the pachysandra eventually spread over to the neighbor's side? Can we easily control its spreading? We technically own the entire berm but we told the neighbor to plant whatever he wants over there. He has some dianthus and other small things.
