Is this a sucker and should it be clipped?

This Seto sutsuma has been in the ground for about two years I gathered that it is not advisable to let branches drag on the ground. Should I clip this at the trunk or elsewhere? I read somewhere branches should not be within two feet of the base of the trunk. Have I answered my own question?

    As Vladimir wrote cutting it back is an option. The problem that I see, when you prune it back, you are removing the apical dominant bud of the branch, therefore the cut tip will quickly start growing 3 or 4 additional side branches as is the case with all pruning, Then that entire mess will be laying on the ground, resulting in a bigger problem then you have now.. - Silica
