If you're keeping the counters, then I'd keep the backsplash. If you replace the counters, that would be a good time for a new backsplash, which will almost certainly be required and would update the feel.

I think definitely new counters and backsplash. There are many budget friendly options for counters. Butcher block counters (even Ikea has some that are really nice looking and priced well ) are really lovely and even the newer laminates are much better than the old ones. If you can afford it, then have a look at granite or solid surface like Caesarstone or Cambria etc. Once you've chosen your counters, then look at tile for backsplash, not before. Also, at the same time an updated sink. Since you are looking for "farmhouse" style, you could consider an apron front sink. They are very popular. Once all the other choices are made, then add some colour to the wall. And then, maybe a new blind for the window. It is very simple to make a fabric Roman shade that can stay up most of the time and bring some colour and pattern into the room. I can just barely see the light fixture in the top photo but maybe it needs some change too. Have a look around and see what appeals to you. Lighting fixtures can be very expensive but don't have to be.

Just looked at the photos again....and I feel like your cupboards end quite low below ceiling height. If you have the budget, you could consider adding small cabinets on top, some with glass fronts and some solid doors. That way you can display items and they don't get all dusty. The closed doors could platters and serving dishes that aren't use regularly. Good luck
