I live in central FL. I usually cut it 6 to 8 inch long and about an inch to the bark. Dip it to the rootone to about an inch upper the bark. Insert the cutting to the soil and water it through. Cover the cutting with a clear plastic bag all the way to the bottom of the pot. Leave it somewhere warm with full sun. Check it every other day through the bag. If I can still see the moist inside I won't water it until I see the new grow. Hope my experience would help.

a little late , but may be for the future cuttings ;).

i rooted tropical hibi sev times - first kept it in water for sev weeks, then in flooded perlite (so water is in the bottom at 1.5 "-2"). but they take a very long time - 2 months and just had root nubs. then i put them on bottom heat tented and they rooted well in 4 weeks - regular heating pad without shut off will do.

just make sure the perlite is very moist at all times - condensation on the bag is ok. the more humidity inside, the better.
