I'm a little confused by your question because next week is November....is there enough time where you are for your coreopsis to grow and establish itself before winter hits? Generally you start perennial seeds either wintersowing or early spring, and they have that first year to grow before the winter hits. If you can plant a perennial say (my experience) in July/August -- Im in the northeast -- and plant it in late Oct/early Nov

I think you need to do some reading about growing from seed. I was unsuccessful growing seeds inside til I did alot of reading my first year. Wintersowing is a boon! But you can also start some seeds inside. Things like poppies and hollyhocks and other seeds, people direct sow sometimes in the fall, but not so they germinate until spring (too early, they can germinate and then be killed by cold weather).

When you are planting seeds, the instructions use the word "Soil". That can be garden soil (DIRT, which hopefully is good stuff, because the better your garden dirt, the better your plants will do) or soil for indoor starting (or wintersowing).
