Mealies or scale? :(

I obsessively look at my Hoyas many times a day and literally out of nowhere, a new growing vine was covered with what I believe is mealybugs, pics below. Seriously, out of nowhere, overnight as if someone snuck inside and put them there. I am generally tough, but for some reason I am now a deranged and fearful nut case after seeing them! I have never had this problem that I have read and heard so much about. First of all, are the things in the pic actually mealies? If so, are they mealies or root mealies that climbed up? Scale? I looked at several sites and posts but can't think straight because I'm freaking and the close up pics of 21 species did me in lol. In general, my Hoyas grow in expanded shale, turface, charcoal, (handful of lime when appropriate) and a bit of orchiata. So a very gritty and non water retentive mix. Anyway, I used my iPhone flashlight and have found a several smaller specimens of these creepy bugs and I did what I read suggested here and used qtips and alchohol. I also found some on the roots of some small freebie aloe plants that came with an order recently. Those I double bagged and trashed, pot and all. The eriostemmas seemed to be the target of the few strays I found. I was thinking I should depot all my Hoyas and soak in Ivory soap water as also was suggested here. From what I have read, it is likely many of my Hoyas will have them now. I was thinking to wipe the tables and windowsills with a bleach and water solution to kill any remaining microscopic guys. I

also have fish and kelp formulas, I read that that can be sprayed and is helpful. I also just ordered brand x that was suggested here on a thread but it is not suitable for my fuzzy eriostemma collection. Any suggestions or advice? I appreciate anyone who has read my freak out novel and any help offered.
