Covering roses for winter

Hi all,
This is my first year growing roses in my yard. I know that most of them will need some form of winter protection - I've planned a combo of piled dirt and leaves. My question is when is the right time for me to bury them? Is now too early? It's been a pretty warm fall. Some sites say I need to wait for a few frosts so the roses harden off and start to go dormant before I bury them. Another site said that reblooming roses may never really go dormant. I'm pretty confused. Any suggestions about timing? I'm in South Minneapolis to give you some context. Thanks!
