That looks like a product from Walker Zanger. Reminds me of their Cafe collection, color Water in a 3 x 12 size. Their website is a little difficult but here's the link to what I believe this products is. The photo in the link shows the product in 3 x 6 but keep in mind that it also comes 3 x 12 (same as in your photo).
