If this is a gravity feed system, then yes- likely a funky float valve. They do have a set in which you can also replace the seat as well. Typically I install a new valve, make sure the system is free of debris plus install an inline fuel shut off valve to keep the fuel from overflowing should the repair fail. The oil, oil filter and fuel filters should be changed as well. If this has a fuel pump, it could also be letting fuel into the crankcase itself.
