You have a lovely view and very nice windows. If privacy is not required I would not do anything. The placement of the drapery rod would be tricky and there is really no place for drapes to stack or even for side panels.

I'm a fan of drapes, but in your case agree with Design Directives.

I disagree. You have a lovely view but I believe it can also be dressed up a bit. Too make nothing detracts from the view or architecture I would install the ceiling rails (used in Eoropean hotels) and mount a light linen weave drapery to those. As far as a resting place for the drapes when the are open, design them to line up /hang with the wood frames on the windows.
It makes for a very clean classic look when there are no distracting rods or blinds. And your view will always be there, sometimes filtered, sometimes clear as day.
