Garlic left in ground from previous harvest

Some of the cloves I planted either last fall or last spring were inadvertently left in the ground. I'm in Oregon and it is still mild and wet. The cloves that I left in the ground must have converted to bulbs as I see multiple shoots emanating from the garlic locations where I did not harvest.

Should this garlic be left in the ground over winter and separated in spring and replanted or should they be dug and separated now and replanted or can I now harvest and dry for eating.
