You can probably do any of those that you wish, except harvesting any kind of bulb. If you harvest for eating now, you will be getting shoots on the order of scallions, except with a garlic flavor. Those "gallions" will be a bigger size next spring. Some folks grow as much garlic for that as for the bulbs. Either way you need do nothing at all, except dig and clean for the table. To divide next spring dig them as early as they have emerged to divide and replant then. You will not be getting usable and storeable bulbs now however.

I will likely use a few for meals but 90% I will overwinter. I made this mistake before but they didn't come up in the Fall only the spring. I did dig and clumps and separate them into sprouting cloves and they did just fine. The better approach, for bulbs, is to dig them when the shoots dry in Summer.

I often have shoots that come up randomly around the garden in the fall. Usually, they are not in a place where I want them, or when a whole head was left there are multiple shoots. I just dig these up when I see them and divide them to put where I actually want them to be growing toward harvest in June.
