Need Help Tangerine Tree Dying

Hello

During January (winter here) My blood moro orange was indoors and was attacked by scale. By summer all the leaves fell off and I cut it down. It recovered very well. Some of those scale must have transfered to by tangerine tree. It did not seem as badly infected. I put it outdoors for summer and worked at getting rid of the scale by spraying it with water and then insecticidal soap. It looked like it worked. It lost many leaves but was still a tree. Once I brought it inside in september the leaves started to fall off at least a dozen per day. The garden centre told me that was normal because it was cool otuside and then I brought it into a warm house. My tree now has 3 leaves and is experiencing branch die back. I did find some scale on the tree but not as many as before so I do not understand what is killing my tree. How can I get it to put out some new growth/leaves?

There was a brown coating all over the trunk.
