Something wrong with my new Japanese Maple?

I bought this Japanese Weeping Maple (Acer palmatum var. Dissectum Atropurpureum) back in October. I'm in Australia so that was mid-spring.

Ever since I planted it, it hasn't really done anything but develop brown tips on the leaves. I thought it would be putting out fresh growth and more leaves during this time? Is this correct or do new leaves only appear when the tree first comes out of dormancy?

It gets dappled sunlight throughout the day. We did have a couple of hot, windy days a few weeks ago but the brown tips began before that.

Any advice?
