Since I live in an area with year around Spring weather, yes. (Coastal So California)

I do spend some time in the garden in the winter - mostly getting a head start on spring projects such as getting the new raised beds set up. What I'm growing, is garlic, winter-blooming flowers such as Lenten Rose and Heathers, ferns. Will be planting tomato and pepper seeds within the next month, in my heated shed under gro-lights. Also maintenance - pruning, weeding, composting. I'm north of Seattle.

I overwinter tender plants indoors. I've set up a room with lighted
shelves, covered the floor with plastic, and kept many plants alive for
years this way. Larger plants that can't fit on the shelves, like a lemon tree below, are moved inside near
windows with supplemental lighting. LED grow light and budding lemon in
pics. 88 1/2 days until Spring! Time to browse seed catalogs and start planning for 2017.

I wish we could winter garden since I was born in Hawaii, but I live in NYC now so the ground is frozen solid. Le sigh.

My neighbors (Houston area) plant winter plants such as cabbages, greens, some lettuces, some other winter type veggies. I don't have the time, but I think there is a lot you can do. Just have to think about it from your Regional perspective. Local Colleges have agricultural branches that have websites you can go to and see what works in your area.

Another So.Californian here (15 miles from coast). We just planted three fruit saplings in time for the last rainstorm!
