3 year old Blue Bismark Palm in Phoenix

This palm has been thriving in my front yard. Steady growth, actually fairly rapid growth for a palm. Stands about 10'-12' tall. This winter, I noticed the new growth is not reaching the heights of the previous new spears. The weather has been mild, occasional lows in the mid 30's. We cut back water every winter to once a week and the tree seems happy. SHOULD I BE CONCERNED THAT THE CONTINUED NEW GROWTH IS NOT REACHING THE TYPICAL HEIGHTS THAT WE ARE USED TO SEEING?
