How long can they live without scraps? How long does it take to utilize the fresh made soil?

Yes - you can keep this outside. I would try to avoid weather extremes. The key is to keep the soil moist.

The worms can go a long time (maybe a month or so) without reloading scraps.

How long it takes for usable soil depends on many variables. If conditions are good, you cn have soil from scratch in two months or so.
