Get some Bayer systemic fertilizer. That should get rid of them.

Also try spraying with a little dish soap mixed in water of course. Rinse

off soap after 2-3 hrs and repeat every few days.

The mealy bugs are dead. Should i keep the plant is the question.

Cycas revoluta is EXTREMELY resilient but does not really like being kept indoors.

Can you provide a season outside for it? (I grow mine outside 9 mouths of the year but need to protect during the coldest winter months..., in a cold but frost- free garage).

The dead areas will not come back, but a HEALTHY plant growing outside can put out over a dozen new leaves over a few short summer weeks. I have had them come back from the "the dead" with no leaves and left for dead and unwatered for months. But as I said, if this is essential an "indoor" plant for you, maybe you could give it to someone who will be able to provide it with more outdoor conditions. They are not dainty, finicky tropicals and can take a bit of cold but really are pest prone indoors.
