What causes veinal chlorosis?

I have a few leaves showing veinal chlorosis and cannot find any clear information on what nutrient deficiency might cause it, only that it can be caused by nutrient deficiency in general. Looks a lot like magnesium deficiency which I thought it was at first but it is reversed. Discoloration starts along the edges of the leaves and moves inward along the veins. Mostly, if not exclusively affects newer growth. Plants are grown in 44oz styrofoam cups filled with soil, being fed with osmocote extended release fertilizer 14-14-14, about 10-15 pebbles to each cup. Cups have good drainage and I water weekly, if needed. Only about 10-15% of plants are affected. Any help would be much appreciated. Hopefully I have given all the information needed. For a diagnosis.
