Pruning advice for Apricot Tree

Hi,

I have a three year old apricot tree that I plan on pruning while it's dormant for the winter. My question is should I remove the large scaffold branches on the lowest part of the tree? I've read a few articles that say to cut any branches lower than 18" from the ground, and the one I want to cut are at about 8" from ground. Any advice is greatly appreciated.
