Pop it out of the pot and rinse all the "dirt" off the roots for inspection. The roots may be gone but it is worth a try.

As for cuttings, they are very easy. Make sure they are healthy though - if shriveled they may or may not make it.

This year I sheared most of my pots of the big canes to ground level - the canes are coming back strong. The common canes I sheared in October and threw those away but the "prettier" canes I cut indoors in late November/early December and put all the tops in a 14 oz drinking cup (the size of the cup does not matter but you don't need anything special). I filled those with water until I could get around to potting them up. I used another cup - put good potting mix on the bottom (about an inch) and took all the cut tops from the cup they were in and placed those on the bed of fresh mix. I back filled around the stems with more fresh soil and watered with the cup they just came from. I cut 3 to four slits on the bottom of the cup with some garden shears for drainage. I placed these under lights and let nature do the rest.

There are probably dozens of other ways to do the same thing but this is easy and allowed me to grow many stems at the same time. I gave away a good portion of those at our begonia meeting about 3 weeks ago.
