Whoa! That's like a popcorn ceiling on drugs! Sorry, I have no advice for you, but I imagine it would be the same type of process as a popcorn ceiling.

Hello Danica, I'm afraid there is no super easy way. Ceiling is a large area and any work will take some time. Here are several options, you definitely can replaster it over, probably right and long lasting solution. You can scrape and sand it down, rent equipment for this but will be very messy. I wouldn't recommend to cover it with boards or panelling because you will loose some ceiling height, which means place will look darker. There is good decorative solution - silk plaster liquid wallpaper, you can find example in my blog, I was sharing some info from exhibition autumn 2016. It is thick and should cover well your ceiling. You can apply it the same way as plaster.

Another thing, if you will paint ceiling white, instead of olive, it will look less visible in general.

Rip all the Sheetrock down, install recessed lighting, spray foam the underside of the roof, then install new Sheetrock. Voila!

I had a powder room in my old house that had been 'improved' with this ceiling texture then painted with gloss white paint!. I ended up sanding off with 60 grit paper. It was horrible. Would never do again!

Experiment on a small section. Spray it with some water and use a putty knife to see if it comes off easily.

Before you do anything have an asbestos test done if house was built in the 70's.

Otherwise it would probably scrape right off just like popcorn. Depending on area of Country you live it is fairly common to find removal Co's.

I have done it. A mess! Trust Jan Moyer when she says "dry wall is your friend".

I agree rip it out and install new drywall. That is one scary ceiling.
