Ikea kitchen planner will give you a minimum starting point but you can easily spend 3-5x that without even trying with a decent semi custom sort of cabinet.

Replacing cabinets usually leads to other costs such as demolition, drywall repair, replacing counters, backsplash, and sink that you wouldn't have if you repaint. In my area the cost of a quality cabinet paint job can be 1/2 the cost of replacing just the cabinets (say with IKEA) but when you add everything else in the cost to replace is much more than painting.

Small kitchen that can possibly be much improved might be worth replacement.Small kitchen that can't be much more efficient than what you have can warrant just leaving the existing. If it is small and cabinets are okay I might just skip the painting and do hardware change..clean up and repair the cabinets if needed...wait and see with new counters/backsplash how you feel about the change. What is the motivation to want to paint them?

So incredibly regional. Even my cost in the city will differ from the suburbs just 40 min away, much less different parts of the country. Is the OP in Boston for example, or in Utah? The OP's question is impossible to answer as worded.

I agree with the suggestion of RTA cabinets. You can order them online, not regional pricing, anyone can buy them. I just purchased 20 cabinets, extra tall uppers(42") with a pantry, toe kicks, dishwasher panel and 2 decorative legs for $4300.
