Hyacinth help

My understanding is that Hyacinths enjoy cooler temperatures. This allows for the flower stalk to be big and beautiful. Is this accurate and correct?

reason I ask is becasue I live in CA and the weather here isnt that cool, I am afraid that my Hyacinths will not develope that long flower stalk.
