Front Yard Rescue

Just moved into this house and the renovations inside are wonderful, however, instead of fighting with the pothos that was taking over the yard, the previous owner decided to cover the yard with mulch. Uugh! I've already created some flower beds in the front of the house (the picture is from before I moved in) and I've decided to plant Asiatic Jasmine to fill in the yard, but should I make small clearings in the mulch to plant each small plant and wait for them to establish before I remove the mulch, or do I clear a larger area of the mulch and then plant? Also, should I plant other perennials around the base of the tree, or let the jasmine grow to the base and keep it trimmed? Help!
