Upper deck on a boathouse is plywood and the plywood top layer bubbled up in places. I want to send off the damaged layers and recover. What is the least expensive composite covering? This is a sun deck on top of the boathouse with light traffic, a few chairs etc...for sunning.

I want to refinish as inexpensively as possible. This is in Houston so I cannot recover with material that will be too hot in the 100 degree summers. Any suggestions?
