i have a 1 inch offset from sheetrock

I have a 1 inch offset from my sheet rock to the floor the offset comes from concrete in what used to be a garage. I was wondering is there a way to put up baseboards that are nice without having to build a new wall. It is only on one side of the room the rest of the room is flush
