How do i get rid of these? Hort oil? is there any natural predator i can use?

Maybe hort oil with Bt. There are natural predators; but they take time to develop; and, as all natural predators, they do NOT eliminate the insect; they only control the population. That works well enough for white flies and scale and maybe sharpshooters; but for things like Medfly or ACP, where one critter can kill a lot of trees, you need the complete elimination that only chemicals can provide. Think of it like this... if the beneficial wasp, or whatever succeeds in elliminating the insect, then the beneficial has nothing to eat; and it dies as well.
