Seed spacing

I'm trying to grow from seeds in one of those seed starting kits with multiple cells in them. Now I can't find an answer to this anywhere for some reason but how many seeds should I put in one cell? Can I plant in bunches or do I only need one seed per cell (about 2inch by 2inch).
Growing dill, basil, mint, sage, rosemary, Canterbury bells, Lavender, cactus.
Now I have multiple seedlings in each cell already. Do I cut everything out and leave one plant and then plant each plant in one pot, or just move them like this to a bigger pot? And is it for every plant I listed or is it different for some of them?
