Garlic fertilizer question

Hi, I've been growing garlic on a semi-large scale for about 4 years now on our farm in NY. I have roughly 4,700 bulbs of German White in the ground presently.

I have never added any fertilizer to my bed, but I want to try it this year. I have access to blood meal. I have read that blood meal should be side dressed in the soil in march and April. Forgive my ignorance, but it seems very time consuming to peel back all the straw that I have down, side dress, and then re-cover with the mulch. I guess it wouldn't be too bad in my small beds, but the thought of side dressing 12 rows at 250' each is a little intimidating. Is there an easier way? If I broadcasted the blood meal, would it get through to the soil over top of the straw? Thanks in advance.
