That's a tricky conundrum!! Are you married to using blood meal? Organic only? Water soluble fertilizer would be much easier to apply. If you want to stay organic then possibly Fish fertilizer such as Neptune's harvest or Alaska Fish fertilizer might be easier.

I like to use urea on my garlic which is very strong (46-0-0). I either sprinkle it on the beds on top of the mulch prior to a good rain or I add a couple ounces to a watering can and let it dissolve and then apply.

I add blood meal every year by sprinkling between the rows on top of the mulch right before a rain. A good rain will wash the blood meal down to the surface where it will decompose into available nitrogen at the soil surface. I have not compared this method to other fertilizers or methods, so I can't say just how effective it is except to say that I have good crops of garlic. I apply in early March, April, and May, each at a rate of 100 lbs. elemental N/acre (2 lbs of blood meal per 100 sq. ft.)

Keep in mind that blood meal takes some time to break down, but will also provide continuous feeding for weeks. If you need a fast nitrogen boost, just mix some inorganic fertilizer with the blood meal.
