Heat problem

First year starting seeds- I got T8 day light LED lights. Planted tomatoes, peppers, eggplant, tomatillos, and celery. I started 2 weeks ago, but only 2 tomatoes came up, so I reported them and started over. I had the light too far, so now it's an inch or so away, but it doesn't give off heat. They are in the garage, so it's usually an ok temp, but still chilly, especially when the doors are open. How can I get heat to them? I don't want to spend $50 on heat pads- I have 2- 24" trays. Is there a better light I could get? Our chicks are old enough to be ok during the day, so I was using that, but the only way to hang it, makes it too close and the plastic starts warping. Oops. What's my cheapest option?
