I don't think that is a windmill (Trachycarpus fortune), looks like Chamaerops humilis (Mediterranean fan palm). In any event, I cannot believe that is all cold damage. Something else is wrong. How cold was you winter?! (What is your cold hardiness zone?) No offense, but mine have looked better outside coming out of a NJ winter.

Thank you for the advice. I think we are zone 8A. We are in Dallas. Like I said, we had maybe 6 days below freezing. Just not sure if pruning would help or not. Not quite sure what to cut, as this is our first year TX.

Do you see a green bud in the center of all the brown? If you do, it will recuperate. But like I said above, I don't think this is cold damage. Chamaerops humilis should make it through a zone 8 Dallas winter with much less damage (6 days below freezing is nothing for this species). is that a pool or pond? Any chance we are dealing with drainage or chemical contamination?

We just looked at it today and there is green in the middle and a few brown turning green. Around the middle and bottom, from a side view, there are green leaves. We had the whole pool inspected and everything is good on it. No chemical contamination. Thank you for trying to help me. I appreciate your thoughts and time!

That's a chamaerops humilis aka European fan palm. The brown leaves are freeze damaged and will not green up again. Just cut off the brown leaves and not the green ones in the middle. It will grow out new leaves from the center. I've seen others around town that look the same- it's a tough palm and will make a quick recovery.
