You have loosened it up with the cleaning , not knowing the actual model you will have to look for an adjustment which will tighten it up on the linkage .

when you removed the 2 screws that hold the carb on there might have been 1 that has a washer/spacer specifically for the chokes side.

Post “some pictures” of carb showing linkage and choke plate.
This might serve as an assembly diagram that should show what restricts the choke.
Brand, Model # and pics would help to
try and identify the problem.

Thanks for all the help. With the comments I figured it out. I pulled the carb off again to look what is going on. I also went to look where I pulled the carb off originally. I found a little steel ball that looked like a bb. I went back to looking at the choke. I pulled it off and saw a little hole where the little ball went. I put it in and put it back together. It now works as it should. Now I need to get the fancy tool or notch the hi and low adjustment screws to get it running without having to run at half choke.

1-!/4 to 1-1/2 turns from seated for hi and low jets usually gets you pretty close .
