Is this a crocus?

I've been seeing a lot of these shoots push up from the ground around my neighborhood over the last several weeks. Mostly the plants appear in dense clumps but here it's one individual plant. I haven't seen flowers from any of them yet. Any idea what this is? The white stripe in the center seems like it might be a good identifier.

Looks like it. But strange they're not flowering. The other candidate with a white stripe is Ornithogalum umbelatum but that has longer leaves.

Looks like mulch was thrown over it after the shoot opened, possibly this prevented flowering or the flower hasn't appeared yet. Otherwise it just isn't going to flower this year.

The ends of the leaves look a bit too bluntly rounded and the foliage seems to lack the fine structure of a crocus...which does lead me to consider ornithogalum nutans...which is just emerging here.
