Help!!!!!! Bugs??

Okay. So a few days ago I discovered little black dots on my grapefruit tree. It's quickly spreading to the other grapefruit and 2 lemons. I have been cutting of infected leaves, but it's still there:

That's one of the leaves. Are they black aphids? Is it a disease?

there seems to be a few flies on them a lot.

So what's wrong with my trees? Are they aphids? A disease? They are planted in ground. I live in Arizona, and it gets around 7-8 hours of sun a day with tempatures getting up to 94 degrees so far. It rains every 2 weeks or 3. Any info will be great!
