Spring Pruning

So I bought a 5 gallon Oklahoma in the fall of 2015, and it did quite well for growth and blooms for me during 2016, largely from the apparently blue stalks seen in the second picture. We had a horribly cold and long winter here in zone 6 Idaho, with just enough warm days that I did an initial pruning a few weeks early.

However, it is my only rose to not be putting on any growth yet. It still has some green toward the bottom of the plant but I don't know if I should prune it down to the green, or leave it alone until I see it trying to grow.

What is the right thing to do?
