Kusaie lime tree not growing

Hello,

hope someone can help me with this. I bought a Kusaie lime tree 2 years ago and planted in my east facing garden near some dianthus. I think it was on flying dragon root stock. The tree initially had lots of flowers and fruits which I removed in an effort to let the tree get established.

But the problem is that the tree has hardly had any growth in the last two years. There is no change in height or thickness and the root ball is more or less same size (observed when I recently removed the dianthus). Moreover last year it had some yellowing of leaves which I corrected with magnesium sulphate, but since then there hasn't been a single flower on the tree.

I am in New Zealand (zone11) and apply citrus fertiliser and seaweed fertiliser regularly. The tree receives full sun for at least 6-7 hrs daily. Any suggestions what I could do here?
