Yes you can ship cuttings. Many states will have restrictions on shipping cuttings into that particular state. For example, Cali and Florida all prohibit shipping citrus into the state (with some probably exceptions).

In general, to keep a cutting viable you need to keep it moist, but not to the point where it grows mold.

Thanks other Jason, now to track one down lol. I don't think we have any restrictions to Alaska as I've had my existing citrus shipped to me and there are none sold locally outside of an overpriced greenhouse

You should be able to contact one of the more reliable online nurseries, they will probably be willing to ship you cuttings. Now's the time, winter is ending and the summer heat has not yet arrived.
