Looking at a new home build. The brochure says there is a builders incentive of $30k - "Can be used all or partially toward closing cost or financing assistance within lender's guidelines in place of being subtracted from Original Price."

Can someone please translate this for me? It looks like the builder will pick up the closing costs and then what? What is financing assistance, and does it matter if I will not have a mortgage? Thanks.
