No, Japanese iris flowers are generally held on stalks well above the foliage....or at least even with the top of it. IME, it is the smaller beardless species iris that tend to have lower flowers.....any of the Pacific coast species and hybrids, Iris cristata, etc.

Do you think planting near A/C drain would be a good moist location?

In my climate, Japanese iris grow very happily in ordinary garden soil with ordinary irrigation in summer. However, my climate in summer is nothing like TX in summer so a moister location may be desirable.

Does this look like iris cristata to you.
