Most citrus will self thin; a young Meyer (under 3 years) will tend to keep too many fruits; and the tree will "forget" to grow, so in the first few years it is best to thin a Meyer to no more than 2 lemons per "cluster".

No need to remove the blooms, the tree will drop them on its own, wait to see how many actually set fruitlets. Ultimately, the tree will drop any fruit it cannot support. You may wish to help this along, depending on the size of your tree. After all my lemons have set, I usually look at each node of fruit and there are generally 3-4 fruitlets at each node. I prune away the smallest, leaving only the 2 most vigorous ones. The idea is that the tree will concentrate its energy on the remaining fruit, allowing them to grow larger and juicier. Seems to work, all the friends we donate lemons to rave about its size, juiciness and taste.
