Fruit trees only leafing at tips

Moved into a house built in the 40s. I think the fruit trees. From old pics I think they're about 40 years old. There are two crab apple kind of guys and a free stone plum of some sort. The soil is pretty moist and acidic and the area is sunny to partial shade.

They haven't been touched in probably 5 or 6 years. Dense, crossed branches. They haven't been treated for anything or fertilized in anyway, other than leaf layer, in 10+years. The branches are coated in lichen, probably been pretty slow growing for quite awhile.

All 3 are only leafing out at tips so far. I might be jumping the gun complaining too early because last year there was massive plum crop and quite a few of both apples though they had all sorts of problems, apples did not plums.

So where from here with so much neglect? I was going to prune out all the obvious dead branches this year and anything too horribly crossed and any watersprouts that come up. And go back for round two in fall or winter. I'm just kind of overwhelmed with what else to do? Fertilizer? Pesticide needed since the apples last fall were a mess though not enough recollection of what all was wrong to have an idea of cause.

Sorry for novel and thank you for any help :)
