Hilling/mulching potatoes

The tallest of my potatoes are about 12 inches now. I added dirt to them last week, but they're growing fast. I would like to use leaves instead of dirt at this point. However, I seem to remember someone saying to NOT use wet leaves/mulch to do this because of fungus issues. Does this sound familiar? Or did I imagine it? Eventually everything gets wet, so that doesn't totally make sense to me (if it was actually said). I have bags of leaves that are partially wet from the rain last week. I would like to dump them on the potatoes tomorrow.

Maybe spray them with fungicide and then dump on the leaves?
