Okay, what is the terminology for this...mutation?

There are leaves growing from the gland area of slightly more mature leaves on this Hoya plant (Hoya sp. PNG-SV-419). No older leaves have been affected, nor have any other newer leaves...just this pair.
The new leaves are literally growing from the older leaves!
Anyone know what this is called? How it happens?
