Tulip questions

1. I know many types of tulips aren't reliable perennials. I'd like to plant some that are the most reliable, but I've heard that means the Darwin species, and I don't really like red or yellow. Are the pink Darwin hybrids, like Tulip Ollioules going to bloom more than twice for me, do you think? I know planting deeper is better.

2. Once your tulips give up the ghost, do you dig up the bulbs? I have a bunch of random foliage that comes up with no flower each year. So far I've been too lazy to dig up each one but I'm curious: is that what everyone else does?
