New growth turns black and wilt

Hello,

I planted my barerooted pear tree two years ago. The first year the tree only has growth on the tips and no branches shot from the cut. This year I was excited to see branches shooting out. However, I notice many of these small branches are blacken at the base and wilt. I am seeing no trace of insects. Is it a fungal damage? How can I save my young tree? Here is a couple of pictures.
