It depends on the type of fence. If you're thinking chain link for security purposes to guard the property, you may want to put it up sooner rather than later. If you're looking for a nice decorative fence, you'll probably want to put it up after most of the heavy work (trucks driving over the soon the be lawn), etc. You may want to consider putting it up prior to the finalizing of the landscaping as you'll want to see where the trees, shrubs, flowers, bushes, etc. will fit with the fence in the picture.
