The picture is of a wall that is 30"-ish height. I don't get the idea of using a tall plant to screen such a short thing. It looks like any average small shrub could screen this small piece of concrete. But it would really not be possible to advise you on what to do with this snippet of a view. You'd need to show the context in a wider view scene.

Hi, I'm attaching two wider shots. I plan to landscape the whole front yard but I'm starting with this piece. I picked up those stones on the weekend and marked out where I want to put a bed (obviously wouldn't make it so high!). The plant was attractive to me because it seemed to grow quite thin and therefore I would have room to do other things, but your right it's only about 32" high.

With new concrete, if it was properly poured, you shouldn't need to worry about roots doing damage. However, new concrete does leach lime for a bit, so I might for this season work on your plans for the whole yard, put in pots of bushy annuals for now, and then plant next season. Your soil in this spot may well need some work since it is most likely compacted and may have some concrete in it, depending on how careful the workers were.

Is one of the purposes of the new planting to block the view of the seating area on the porch from the street? I ask because the left side of your house seems to be totally blocked with green growing things, plus you have planted some things on the far right that appear to be growing toward that goal as well.

And, Yardvaark, please elaborate on the "cardinal rule of a line leading to another element." What does that mean?
